Artificial intelligence is rapidly transforming higher education, and institutions are either proactively shaping that change or being shaped by it; El Camino College has chosen to lead by embedding AI thoughtfully into its governance, operations, and workforce. The College’s AI Fluency Strategy is not about replacing people, but about investing in them, equipping students and employees to use AI ethically and effectively to reduce administrative burden, improve decision-making, and focus on what matters most. By establishing clear guardrails, role-based training, and strong human-centered governance, ECC is positioning AI as a tool to extend capacity, strengthen outcomes, and ensure long-term institutional sustainability.

El Camino College’s AI Strategy is intentionally aligned with the California Community Colleges Chancellor’s Office (CCCCO) Vision 2030 and its emerging Artificial Intelligence Workplan —ensuring that our approach is not developed in isolation, but as part of a broader, systemwide effort to prepare students and institutions for an AI-enabled future.

Vision 2030 calls for strengthening student success, closing equity gaps, and improving workforce alignment. The CCCCO’s AI Workplan extends this vision by emphasizing responsible AI adoption, workforce-relevant skills, and institutional readiness. ECC’s strategy directly supports these priorities by embedding AI into governance, professional development, and day-to-day operations—not as a standalone initiative, but as a core institutional capability.

At the same time, our approach reflects the realities of a community college environment. While comprehensive governance frameworks exist across higher education, they often assume a level of institutional complexity and resourcing that does not translate directly to colleges like ECC . Our strategy focuses on practicality, scalability, and impact—prioritizing areas that directly influence student outcomes, operational efficiency, and workforce readiness.
